Gunman kills Hamelin politician then himself - The Local

A 74-year-old gunman killed a top official in the northern German town of Hamelin on Friday before shooting himself dead, police said.

"The perpetrator killed district administrator R?diger Butte and then killed himself," a police spokesman said. Officers were still at the scene on Friday afternoon, collecting evidence to support an investigation.

Shots were heard shortly after 10am in the city's main administrative building, where 63-year-old Butte was later found dead along with the body of his assailant.

The attacker was not identified. Police refused to comment on media speculation that the shooter was a gun fanatic but did say that the suspect was known to officers in the area. He used a heavy-calibered revolver to shoot Butte.

Butte was married with two adult children and five grandchildren, according to his profile on the district website. By Friday afternoon, his personal website had been taken off line.

Lower Saxony's Interior Minister Boris Pistorius said in a statement that Butte's murder had left him stunned. ?He will be missed by everyone. My thoughts go to his wife and children.?

He served as a police officer, rising through the ranks to become the head of the State Crime Investigations Office of Lower Saxony from 2001 to 2005. He had served as district administrator of Hamelin-Pyrmont, an elected office, since 2005.

The town is best known for the folk tale of the Pied Piper, later popularised by the Brothers Grimm.

Gun violence is rare in Germany, although major massacres in Erfurt in 2002 and Winnenden in 2009 made headlines around the world.

Gun crime, never high in Germany when compared with many other countries, dropped considerably over the past decade ? in 2000, police registered 19,400 crimes in which involved a firearm. By 2011, this figure stood at 11,700.

Of the 2011 statistics, 5,600 were shootings and 132 were incidents in which a gun was involved in a murder, manslaughter or assisted suicide investigation.

If you're an Android user with a pressing need to transfer files from your phone to your computer (and vice versa), there's a good chance you've heard of AirDroid. The remote access tool, which has been widely available on the Play Store for ages, has finally received an update that makes it even more useful. First, a primer: AirDroid gives you the ability to access all of the files on your phone -- APKs, music, photos, videos and plenty more -- directly in a web app on your browser, which offers an Android-like user interface. You can view or download videos, pull up your contact lists and even send and receive messages, just as if you were using the phone itself.

Version 2.0, which has been in the works for several months, adds even more useful functionality. The update now gives you the ability to access your phone with a cellular data connection, whereas WiFi was the only option previously. It also throws in a "Find my Phone" feature, a remote wipe and a camera option that will let you see your phone's front or rear camera views -- as well as snap pictures remotely and store them directly on your computer -- without activating the display (a very useful feature in case your prized possession gets stolen). (AP) ? The prospect of a North Korean missile test is "considerably high," South Korea's foreign minister told lawmakers Wednesday as Pyongyang calmly prepared to mark the April 15 birthday of its founder, historically a time when it seeks to draw the world's attention with dramatic displays of military power.

The missile is expected to have a medium range, or about 3,500 kilometers (2,180 miles), which would allow it to fly over Japan, Foreign Minister Yun Byung-se told lawmakers in Seoul. Earlier, a Defense Ministry official said preparations appeared to be complete, and that the launch could take place at any time.

Yun said Seoul was bracing for the test-fire of a ballistic missile dubbed "Musudan" by foreign experts after the name of the northeastern village where North Korea has a launch pad. Experts said the Musudan is mainly designed to reach the U.S. territory of Guam though it can also place U.S. military installations in Japan in its striking range.

North Korean officials have not announced plans to launch a missile, but have told foreign diplomats in Pyongyang that they will not be able to guarantee their safety starting Wednesday. Officials also have urged tourists in South Korea to take cover, warning that a nuclear war is imminent. However, most diplomats and foreign residents appeared to be staying put.

The threats are largely seen as rhetoric and an attempt by North Korea to scare foreigners into pressing their governments to pressure Washington and Seoul to change their policies toward Pyongyang, as well as to boost the military credentials of North Korea's young leader, Kim Jong Un. North Korea does not have diplomatic relations with the U.S. and South Korea, its foes during the Korean War of the 1950s.

On the streets of Pyongyang, the focus was less on preparing for war and more on beautifying the city ahead of the nation's biggest holiday. Soldiers laid blankets of sod to liven up a city still coming out of a long, cold winter; gardeners got down on their knees to plant flowers and trees, and students marched off to school ? ordinary springtime activities belying the high tensions.

Downtown, schoolchildren headed toward the towering statues of the two late leaders, Kim Il Sung and Kim Jong Il, dragging brooms behind them. The brooms are used to sweep the plaza where the bronze statues stand on a hilltop overlooking Pyongyang. A group of women with coats thrown over traditional dresses rushed through the spring chill after leaving a rehearsal for a dance set to take place for Kim Il Sung's birthday celebrations.

At the base of Mansu Hill, a group of young people held a small rally to pledge their loyalty to Kim Jong Un and to sing the Kim ode "We Will Defend the Marshal With Our Lives."

Kim Un Chol, the 40-year-old head of a political unit at Pyongyang's tobacco factory, said he had been discharged from the military but was willing to re-enlist if war breaks out. He said North Koreans were resolute.

"The people of Pyongyang are confident. They know we can win any war," he told The Associated Press. "We now have nuclear weapons. So you won't see any worry on people's faces, even if the situation is tense."

North Korea sporadically holds civil air raid drills during which citizens practice blacking out their windows and seeking shelter. But no such drills have been held in recent months, local residents said.

Last year, the days surrounding the centennial of the birth of Kim Il Sung, grandfather of the current ruler, were marked by parades of tanks, goose-stepping soldiers and missiles, as well as the failed launch of a satellite-carrying rocket widely believed by the U.S. and its allies in the West to be a test of ballistic missile technology. A subsequent test in December went off successfully, and that was followed by the country's third underground nuclear test on Feb. 12 this year, possibly taking the regime closer to mastering the technology for mounting an atomic bomb on a missile.

The resulting U.N. sanctions and this spring's annual U.S.-South Korean military drills have been met with an unending string of threats and provocations from the North.

Adm. Samuel Locklear, commander of U.S. Pacific Command, told the Senate Armed Services Committee in Washington on Tuesday that North Korea's persistent nuclear and missile programs and threats have created "an environment marked by the potential for miscalculation."

He said the U.S. military and its allies would be ready if North Korea tries to strike.

North Korea has been escalating tensions with the U.S. and South Korea, its wartime foes, for months. The tightened U.N. sanctions that followed the nuclear test drew the ire of North Korea, which accused Washington and Seoul of leading the campaign against it. Annual U.S.-South Korean military drills south of the border have further incensed Pyongyang, which sees them as practice for an invasion.

Last week, Kim Jong Un enshrined the pursuit of nuclear weapons ? which the North characterizes as a defense against the U.S. ? as a national goal, along with improving the economy. North Korea also declared it would restart a mothballed nuclear complex.

Citing the tensions with Seoul, North Korea on Monday pulled more than 50,000 workers from the Kaesong industrial park, which combines South Korean technology and know-how with cheap North Korean labor. It was the first time that production was stopped at the decade-old factory park, the only remaining symbol of economic cooperation between the Koreas.

A test-fire of the Musudan missile would violate U.N. Security Council resolutions banning North Korea from nuclear and missile activity, and escalate tensions with the U.S., South Korea and Japan.

Japan has deployed PAC-3 missile interceptors in key locations around Tokyo.

The South Korean and U.S. militaries also have raised their surveillance level, called Watch Condition, a South Korean Defense Ministry official said. He refused to confirm a Yonhap News Agency report in Seoul saying it had been raised to 2, the second-highest level. He spoke on condition of anonymity, saying he wasn't authorized to speak to media.

One historian, James Person, noted that it isn't the first time North Korea has warned that a war was imminent.

He said that in 1968, following North Korea's seizure of an American ship, the USS Pueblo, Pyongyang persistently advised foreign diplomats to prepare for a U.S. counterattack. Cables from the Romanian mission in Pyongyang showed embassies were instructed to build anti-air bunkers "to protect foreigners against air attacks," he said.

The cables were obtained and posted online by the Wilson Center's North Korea International Documentation Project.

Person called it one of North Korea's first forays into what he dubs "military adventurism."

"In 1968, there was some concern there would be an attack, but (the North Koreans) certainly were building it up to be more than it was in hopes of getting more assistance from their allies at the time," Person said by phone from Alexandria, Virginia.

"I think much of it was hot air then. Today, I think again, it's more hot air," he said. "The idea is to scare people into pressuring the United States to return to negotiations with North Korea. That's the bottom line."

A Fox executive threatened to convert Fox from a network to a pay-TV-only channel if Internet startup Aereo continues to "steal" Fox's signal without paying for rights.

A top executive with Fox's parent company threatened on Monday to convert the network to a pay-TV-only channel if Internet startup Aereo Inc. continues to "steal" Fox's over-the-air signal and sell it to consumers without paying for rights.

Anyone with an antenna can pick up a TV station's signals for free. But cable and satellite companies typically pay stations and networks for the right to distribute their programming to subscribers. Industrywide, those retransmission fees add up to billions of dollars every year.

Last week, that business was shaken after Aereo won an appeals court ruling saying it doesn't have to pay those fees because it relies on thousands of tiny antennas.

News Corp. Chief Operating Officer Chase Carey said that not being paid by Aereo jeopardizes the economics of broadcast TV, which relies on both retransmission fees and advertising.

"This is not an ideal path we look to pursue, but we can't sit idly by and let an entity steal our signal," Carey said at the annual gathering of broadcasters, called NAB Show, in Las Vegas. "If we can't do a fair deal, we could take the whole network to a subscription model."

If realized, Carey's proposal would amount to a sea change in how Fox does business. Currently, Fox sends its signal to TV station affiliates, including 27 that it owns directly. Those stations relay Fox programming such as "Glee" and "Family Guy" for free over the airwaves in local markets, and add their own local news and other programming. While most people get Fox through a pay TV provider anyway, millions of other Americans rely on the free signal coming over their own antennas.

Carey didn't explain how TV stations would be affected if Fox shut off the signals it sent to broadcasters and went straight to a pay TV model. Later, the company said in a statement that any change would occur "in collaboration with both our content partners and affiliates."

Gordon Smith, president of the National Association of Broadcasters, was interviewing Carey onstage when he made the comments. Smith said he hopes that the courts will eventually rule against Aereo, and force it to get in line with other pay TV operators.

"We think in the end, we'll be on the right side of the law and we will never get to the 'what-if' scenarios," Smith said.

Aereo takes broadcast signals for free from the air with thousands of little antennas, recodes them for Internet use and feeds that to subscribers' computers, tablets and smartphones. Plans start at $8 a month, which is much cheaper than a cable package, though the service is mostly limited to broadcast channels.

Twitter for Android updated with UI overhaul

Official Twitter client gets a Holo-style re-vamp

The official Twitter app for Android has been updated to version 4.0, and with it the UI has been significantly overhauled to be more in-keeping with the Android 4.x "Holo" design language. The visual changes are plain to see -- new icons, a cleaner layout and generally closer to the native Android look -- though the layout remains much the same. Like other official Twitter apps, you can now swipe left and right to jump between the four main tabs.

The new app also includes the ability to load tweeted content from other apps -- such as Foursquare -- directly in that app using a special link. On the whole, it's a significant step forward for the long-neglected official Twitter app.

Unfortunately for HTC One owners however, the Black Bar of Doom (on-screen menu key) on HTC devices is still present in this release. Worse still, it now does absolutely nothing but take up space. Oh well.

This week's sidebar poll: Will you try out Facebook Home?

Now that the cat is out of the bag and we know all about Facebook Home, it's time to find out just who who give it a try

A whole lot of people use Facebook. Zuck spent a couple minutes today to make sure we all knew that, and just how much time is spent doing it -- about 25-percent of everything done on a mobile device is Facebook-related. It's natural that Facebook would want to go deep into a device so they can be front and center no matter what you're trying to do.

Enter Facebook Home. Yes, there is going to be a Facebook phone  now a phone that has tighter Facebook Home integration, but most of what we've seen today will come to all modern Android devices eventually. That makes it easy to try, and easy to throw away if you don't like it.

The only way to find out if you like something is to try it. We can talk about it, show you video, rant about the bugs and issues, and praise the good parts -- and that's fine and dandy. But you still need to try it and see just what is up before you write it off or embrace it. Are you going to? There's a poll in the right sidebar (or after the break), waiting for you to tell us.
